Abstract

The overall purpose of this study was to investigate the challenges experienced by the Judiciary in the process of strategic plan implementation. The objectives were to determine the factors that affected strategy implementation at the Judiciary, to find out the challenges that Kenya Judiciary faced in the implementation of its strategic plan in the period 2009-2012 and to find out how the strategy implementation challenges affected performance in the Judiciary in the period 2009-2012. This study applied descriptive research design. The population of the study included all judiciary employees while the target population was composed of the senior judicial and non-judicial officers in charge of the implementation of the 2009-2012 strategic plans in the various judicial departments and divisions. The researcher used purposive sampling technique to obtain appropriate data. Questionnaires and interviews were used to collect data. Descriptive analysis was used to analyze the data. The findings revealed that various factors affected strategy implementation in the Judiciary. Many challenges were experienced while implementing the 20092012 strategic plan. The challenges included limited financial resources, inadequate human resource capacity, unsupportive organizational structure, lack of monitoring evaluation and control of the implementation among others. The study concluded that the challenges faced by the Judiciary during implementation of the strategic plan affected performance. The study recommended that the institution involve the employees in formulation of their strategic plans and properly aligns all the relevant factors to its strategic plans for successful implementation.
