Abstract

ABSTRACT The main aim of the study was to analyze utilization of monitoring and evaluation (M&E) data to enhance service delivery in UNICEF Eastern and Southern Africa Regional Office (ESARO), Nairobi. The objectives of the study were to assess the perception of staff on utilization of M&E data, establish the use of M&E data in service delivery and to analyze staff capacity to utilize M&E data to enhance service delivery in UNICEF ESARO. The study was informed by Theory of Change (TOC), a set of philosophies which first emerged in the 1990s. TOC was complemented by systems theory whose main proponent is Ludwig von Bertalanffy, often cited as the father of general systems theory. Descriptive research design was used in the research. The study population included 218 employees of UNICEF ESARO who interact with M&E data. A target population consisting of 116 staff cutting across all levels in the organization was selected. The sample size was determined using the Yamane formula. Disproportionate stratified sampling and simple random sampling method was used to obtain a sample of 99 respondents who were administered with the questionnaires while purposive sampling was used to select three respondents who were interviewed as key informants. Qualitative and quantitative data were collected using questionnaires and interview guides. Qualitative data was analyzed using thematic analysis while quantitative data was analyzed using descriptive statistics, using Statistical Package for Social Sciences (SPSS) version 20.0. Results were presented using tables and graphs. Ethical standards were maintained and applied throughout data collection, analysis, and dissemination. The findings of the study highlighted that staff understand the process of M&E and that M&E data is being used in UNICEF ESARO to enhance service delivery. In addition, staff have the necessary skills to ensure effective use of M&E data. The recommendations for the study were that the organization should focus on how M&E is used at section level so that use of M&E data is maximised to enhance service delivery; the organization should sensitize staff who are not familiar with M&E on the process of M&E and ensure all staff are on board with M&E component of programme delivery and lastly, the organization should ensure M&E experts are assigned in each of the sections to enhance knowledge on M&E at section level especially for staff who have no technical expertise in M&E.
