Abstract
South Sudan, having secured its independence from Sudan in 2011 after a protracted conflict of close to four decades, faced a civil conflict in December 2013 between the Government of the Republic of South Sudan (GRSS) and the Sudan People’s Liberation Movement/Army in Opposition (SPLM/A-IO). The Monitoring and Verification Mechanism (MVM) was swiftly established within a month of the outbreak of the civil conflict by the terms of the Cessation of Hostilities Agreement (CoHA). The MVM was tasked with verifying and reporting on the Parties’ compliance with the CoHA. The MVM later evolved into the Ceasefire and Transitional Security Arrangements Monitoring Mechanism (CTSAMM) and subsequently transformed into the Ceasefire & Transitional Security Arrangements Monitoring & Verification Mechanism (CTSAMVM). The primary goal of this research was to assess the efficacy of CTSAMVM on South Sudan’s peace process by analysing the perceptions of the South Sudanese Community. The liberal peacebuilding theory and the constructivism theory guided the study. The study aims to bridge the knowledge gap that existed due to the lack of academic work analysing CTSAMVM’s efficacy on the peace process of South Sudan through the discovery and analysis of the perceptions of the South Sudanese Community. The study's objectives were to examine the perceptions held by the South Sudanese Community on the efficacy of CTSAMVM, specifically its implementation framework, its effectiveness on the peace process of South Sudan, the challenges it faces in the implementation of its mandate, and the interventions undertaken to address the challenges. The study is qualitative and employs the qualitative research designs of case study and Interpretative Phenomenological Analysis (IPA) as it involves an in-depth exploration and analysis of the perceptions held by the South Sudanese Community and is focused on South Sudan’s CTSAMVM. The study undertook the task through the interview of research participants, analysis of the subjective feedback obtained by transforming it into themed insights that formed a basis for verifiable conclusions, and presentation of the findings from the analysis. The study found that CTSAMVM was generally viewed as efficient in discharging its mandate. It was lauded for integrating the warring Parties, preventing the escalation of conflict, the progressive unification of forces, earning the trust and support of the South Sudanese Community in the discharge of its mandate, positively contributing to the enjoyment of human security by South Sudanese, impartial monitoring and verification of violations, generating credible and reliable violation reports, developing the capacity of local institutions and communities, and promoting gender inclusivity. These findings are essential in strengthening CTSAMVM’s monitoring and verification mandate, informing policy-making and enhancing the efforts of other institutions involved in the peace process in South Sudan.
