dc.description.abstractThe purpose of this study was to assess the role of monitoring and evaluation (M&E) in implementing e-government in Kenya. The study was objectively focused on to establish the extent to which M&E was adopted, the role of M&E in the implementation of e- government, the capacity the ministry had in monitoring and evaluating e-government, and the effectiveness of M&E in the implementation of e-government in Kenya. The study adopted descriptive survey design. The study carried out a census where all the 46 members of the target population were included in the study. Primary data was collected by use of questionnaires and interview schedules. The analysis included both descriptive and inferential statistics. Simple regression, t-test and the analysis of variance (ANOVA) were used to determine the relationship between the variables. The study found that performance indicators, the logical framework approach, theory-based evaluation, and rapid appraisal methods were the tools used to measure and evaluate e-government. It was also established that M&E was used in tracking of the project progress. The study further found that M&E was effective in the implementation of e-government. This was at a mean of 2.50 and standard deviation 0.86. The study therefore concluded that the adoption of M&E, capacity to carry out M&E, and the effectiveness of M&E had an influence on the outcome of e-government implementation. The study recommended that routine project monitoring should be undertaken, and the frequency of the monitoring should also be made clear. The study further recommended an analysis of the measures taken to address M&E in e-government to ascertain its adequacy. Evaluations must be designed to suit the desire of local needs to produce credible evaluation resultsen_US
