Abstract
Sophisticated project management techniques are essential to the adequate implementation of digital literacy initiatives. The issue with the study is that, despite the progress made in project management techniques and the understanding of their significance for project management, Digital Literacy Programmes (DLPs) continue to confront major obstacles such as delays and inefficiencies in reporting requirements. This study looked at the relationship between project management techniques and DLP performance. The study's particular objectives were to ascertain the Jitume project's project management practices, appraise DLP performance, and identify how project management methods affected the Jitume project's DLPs. The Theory of Constraints, Stakeholder Theory, and Complexity Theory served as the foundation for this investigation. 108 people, including the management staff and project beneficiaries, made up the target population in this descriptive study design. A structured questionnaire was utilised as the data collecting tool in a census technique to get primary data from the respondents. Before the data was gathered, the required approvals were obtained. Pretesting was conducted in an institution with a total population where data collection was not permitted. Factor analysis was used to determine the validity of the study instrument, while Cronbach's Alpha was used to assess its reliability. The data was analysed using both descriptive and inferential statistics, with SPSS v.22 being the preferred program. To make it easier for readers to follow, comprehend, and analyse the data being provided, the researcher also employed tables to present the study's findings. Stakeholder management, monitoring and evaluation, and risk management practices in project management have a positive and substantial link with all the metrics of project performance examined (time, cost, and customer satisfaction), according to one of the study's primary results. M&E and customer satisfaction (r=0.863, p-value = 0.000<0.01) showed the strongest correlation, followed by M&E and cost (r=0.819, p-value = 0.000<0.01), M&E and time (r=0.788, p-value = 0.000<0.01). The results also demonstrated that the link between project management techniques and DLP success in the Jitume Initiative is positively and significantly moderated by project complexity (size, organisation, and technical). Organisational complexity in particular, which showed a substantial positive and significant influence on customer satisfaction (r=0.743, p-value = 0.000<0.01), had the most significant moderating effect. According to the study's findings, project complexity may have a major moderating influence on the association between DLP performance in the KTVC Jitume Initiative and project management techniques, particularly when it comes to the relationship between organisational complexity and customer satisfaction. In order to improve the DLPs' existing performance, the research recommends KTVC's Jitume Initiative management to increase the use of stakeholder management and risk management methods.
