dc.description.abstract | This research was an “investigative study of elderly persons’ stipend implementation process: A case of Thika Sub-County in Kiambu County, Kenya”. Its objectives were to establish the elderly persons’ stipend beneficiaries’ selection criteria, find out how elderly persons’ stipend was disbursed to the elderly persons, determine challenges faced during the implementation process and ascertain recommendations to the identified challenges. The purpose of the study was to ensure all elderly persons receive elderly persons’ stipend. Elderly persons’ total population was 7,045. Target population was 607 elderly persons who received stipend and their 152 caregivers. Sample size was 151 including 20% of 607 elderly persons and 20% of 152 caregivers. Stratified simple random sampling was used on elderly persons. Caregivers were sampled using snow balling method. Interview schedules were used to collect data during the elderly persons’ stipend payment period. Data obtained was analyzed using Statistical Package for Social Sciences. Key findings revealed that local chiefs were most effective in elderly persons’ identification but not all elderly persons received stipend owing to policy issues. There was inconsistency in elderly persons’ stipend payments which were made far from elderly persons’ residence making it unsafe. Key recommendations were that all elderly persons be included in the elderly persons’ stipend program unconditionally. Elderly persons’ stipend of Kshs. 2000/= per month was said to be inadequate but should be paid every two months as per OPCT policy guidelines to enhance dependable income for sustainable projects. Local chiefs’ camps were perceived as safer and convenient elderly persons’ stipend payment centres. | |
