Abstract

Starehe Constituency hosts Nairobi City Centre, one of Africa's crime-laden cities. Hardly a day lapses in Starehe without reports of several incidences of crime despite state and non-state actors' measures to mitigate crime. This study sought to evaluate crime and crime prevention in Starehe Constituency. The following objectives guided the study; examining socio-economic factors influencing crime, analyzing state and non-state actors' efforts to reduce crime, and assessing the effectiveness of such mitigation efforts. Two theories underpinned the study: The human Needs theory (HNT) and the Rational Choice Theory (RCT). The study employed a mixed method design combining descriptive and explanatory research designs. The study collected quantitative and qualitative data and utilized a sample size of 446 respondents, comprising 395 residents of Starehe, 9 church leaders, 5 mosque officials, 15 CBO officials, 5 County and national government officials, 5 NGO Officials, 6 police officers and 6 key informants. It employed simple random and purposive sampling methods to select participants for the study. The study used questionnaires, structured interview guides, and focus group discussions for collecting primary data. Qualitative data was thematically evaluated, while quantitative was organized using descriptive statistics using Statistical Package for Social Science (SPSS version 24). The study concluded that social-economic factors such as family conditions, age groups influence, lack of parental supervision and unemployment are main causes of crime .On Mitigation measures, physical patrols by uniformed police, mulika uhalifu and kazi mtaani programs also worked to mitigate crime. Shortage of human and material resources, and low morale were the factors hindering crime mitigation. The study recommended that civic education to create awareness against criminal behaviour needs to be emphasized as it was significantly neglected in crime mitigation.
