Abstract
ABSTRACT
The study aimed at assessing the adoption of outcome harvesting as an appropriate approach for assessing evaluation. The study objectives were to assess the role of outcome harvesting in evaluation, examine the challenges affecting the adoption of the approach and to suggest strategies that can be put in place in order to enhance its adoption. The study adopted descriptive survey design with the study population of 30 M&E staff drawn from 15 NGOs operating in the City County of Nairobi through purposive sampling techniques. Primary data was collected using semi-structured questionnaire interview guides. Quantitative data was analyzed using SPSS version 27 whereas qualitative data was analyzed using content analysis. Study findings showed that outcome harvesting plays a vital role in project evaluation. The majority of the respondents stated that the approach was highly effective in reporting the impact and lessons learnt as reported by 13(48%) while 16(56%) of the participants. Similarly, 16(56%) of the respondents cited evaluation culture as the most experienced challenge. With regards to the strategies to be adopted in enhancing the effectiveness of the outcome harvesting approach, most of the respondents 16(56%) agreed that introducing the approach in the initial stages can result in an extremely effective. The study concludes that outcome harvesting is most appropriate in reporting the lessons learned and impact of the project and should be used from the onset with adequate resources allocation. The study recommends a change of evaluation culture and involving expects in adoption of outcome harvesting from the initial stages of the project implementation.
