Abstract

The background of the research was based on the importance of countries to build resilient transmission infrastructure and sustainable industrialization and ensure there is access to affordable, reliable and sustainable energy (SDG 7). However, energy access, reliability, cost and consumption vary amongst various countries in the world (UN-SDG, 2016) due to capacity in transmission infrastructure network. Therefore, this results to differences in manufacturing outputs and Gross Domestic Product (GDP) among different countries. The study problem was examining the contribution of transmission projects. However, despite its importance, there is a lack of research on reasons why transmission projects are not completed on time or on estimated completion dates. There was need to conduct monitoring and evaluation on the planning and implementation process of transmission projects in order to identify challenges beforehand so as to come up with prompt mitigation measures on on-going and future transmission projects. There was also need to identify benefits to manufacturing sectors once they are connected to transmission projects. The study objectives included the investigation of challenges experienced in the planning of transmission projects, established challenges incurred during the implementation of a high voltage Transmission Line, investigated the benefits and outcomes accrued from reliable Transmission of power to the manufacturing sector in Kenya and assessment of planning and implementation of energy transmission projects. The sample study was generated from respondents originating from EAPCC while the rest were from KETRACO. The researcher employed the thematic analysis approach to analyze the data obtained from the sample. The researcher findings established that delay in compensation payment caused by delay in budgetary allocation was as a result of delay in the government allocation planning of budget for compensation on transmission projects. It is important for the National Treasury to understand the implications of delay in budget allocation for compensation and need for timely compensation. The study also unearthed that planning of new transmission projects has to give realistic timelines and identify resources needed for smooth implementation.
