Institutionalization of Monitoring and Evaluation in the Provision of Prosecution Services in Kenya: A Case of the Office of the Director of Public Prosecutions Nairobi County

Abstract

The study aimed at exploring possibilities of institutionalization of monitoring and evaluation in the provision of prosecution services in Kenya at the Office of the Director of Public Prosecutions (ODPP). The ODPP is the national prosecuting authority in Kenya mandated under Article 157 of the Constitution to exercise state prosecuting powers. The objectives of the study were to: investigate the need of institutionalization of M&E in provision of prosecution services in Kenya; explore strategies for institutionalization of M&E in provision of prosecution services in Kenya; to examine challenges of institutionalization of M&E in provision of prosecution services in Kenya and to identify how challenges facing institutionalization of M&E in provision of prosecution services can be addressed. The study was anchored on the institutional theory and theory of change and it adopted the exploratory research design. A total of 136 respondents were sampled out of a target population of 204 prosecution counsel in Nairobi County. Data was collected using interview schedules as well as interview guides for key informant interviews and analyzed using the SPSS, Version 23.0. A mean of 85.2 (87 %) agreed that there is a need to institutionalize M&E in prosecution services. A mean of 87.2 (89%) of the respondents agreed that the proposed strategies could be employed to institutionalize M&E in prosecution services. A mean of 65.7 (67%) of the respondents stated that there were challenges that would affect the institutionalization of M&E in prosecution services within the ODPP. The study concluded that institutionalization of M&E was important in the ODPP.
