Item Analysis of the Experieces of Using Monitoring and Evaluation System in Service Delivery Among Local Authorities in Rwanda: A case of Sector Councils in Gasabo District(Journal of Public Policy and Administration, 2017) Nyirarukundo, Diane; Nzyuko, Solomon; Korir, Agnes JemutaiPurpose: To analyze the experience of using monitoring and evaluation system in service delivery among local authorities in Rwanda. Methodology: The study adopted a descriptive research design. Findings: The findings revealed that most sectors have an established monitoring and evaluation system. The results on the role of monitoring and evaluation in service delivery revealed that monitoring and evaluation enhances effective use of resources in their sector through use of performance contracts. Findings also showed that the local government of Gasabo district faced the challenge of inadequate finances in monitoring and evaluation of service delivery, lack of expertise in monitoring and evaluation of service delivery, lack of capacity in monitoring and evaluation of service delivery, high level of bureaucracy in monitoring and evaluation of service delivery and existence of multiple M&E frameworks. The results also revealed that the local government of Gasabo District experienced ease in making policies due to use of monitoring and evaluation system in service delivery, proper management, transparency and accountability, empowerment of the people of Rwanda to actively participate in the political and social and economic transformation of Rwanda. Unique contribution to theory, practice and policy: Gasabo District in Rwanda will benefit from the study findings in that the study findings will assist in setting clear benchmark on how to establish regulations that will provide the direction, oversight and assistance to those involved in service delivery. The study findings will also benefit the Rwandan citizens, in the long run in that they will enjoy proper services and at their convenient timing as stipulated in the district development plans. The findings of this study will also enable the government/concerned authorities come up with measures on how to overcome the loop holes in service delivery and how such measures could contribute to successful better service delivery in other districts of Rwanda and other countries. Lastly, the findings will be useful to academicians and other researchers and policy makers and will contribute to existing literature for further research to extend, refine or validate the findings of the study.Item Effectiveness of NET in the Treatment of Post-Traumatic Stress Disorder and Depression among Bereaved Adolescents in Selected Children’s Homes in Kajiado County, Kenya(Elixir International Journal, 2018-10) Okumu, Sheba Atieno; Nzyuko, Solomon; Waiyaki, WinnieNarrative Exposure Therapy’s application was discovered by a research on African refugee’s settlement. NET was noted to help people who have been traumatized confront their painful memories and feelings than Supportive Counseling and Psycho education. Narrative Exposure Therapy uses techniques that aim at reducing the level of distress with memories of the event and quelling the resultant physiological reactions through narration and exposure. NET has also been noted to be better than other types of psychotherapy and psychosocial interventions in post conflict settings. Narrative Exposure Therapy (NET) a short-term treatment for post-traumatic stress disorder can be applied in low and middle income, in post conflict settings. The purpose of this study was to evaluate the efficacy of NET in reducing symptoms of PTSD and depression among bereaved adolescents in selected children’s homes. The study took place in 8 children’s homes in Kajiado County, Kenya. The sample size was 154 bereaved adolesdents aged 12-18 years. All the respondents provided informed consent. Respondents were administered a socio demographic questionaire which captured the age, gender, level of education, and respondents status of significant others. University of California Loss Angeles (UCLA) Post Traumatic Stress Disorder Reaction Index was used to identify the types of traumatic events that bereaved adolescents had experienced. NET was found effective in reducing symptoms of PTSD as seen in reduced mean scores from base-line 3.1923 ± (SD: .55963) to mid-line 2.2308 ± (SD: .50768) and from mid-line to end-line 1.4359 ± (SD: .49908). The reduction was statistically significant at p=0.0001. NET was effective in reducing symptoms of depression as seen in reduced mean scores of the experimental group at base-line (3.04), mid-line (2.39) and end-line (1.23) seen in p=0.0001 compared to the control group. This study confirmed that NET as an effective treatment of PTSD among bereaved adolescents and it is therefore recommended that mental health workers should apply NET in adolescents specifically bereaved and presenting with PTSD symptoms.Item Evidence Based Programming in Improved Quality of Education to Children in the Developing World: A Review of Selected Documentation in Africa.(Interdisciplinary Journal on the African Child, 2019) Nzyuko, SolomonThis paper sought to explore the institutional commitment to the welfare of children to access quality education as a basic right and hence let the sector work in the best interest of the child. Its scope covered the linkages between quality education as an inalienable right to the child, increased enrolment, life transformation, sustainable development and the role of monitoring and evaluation in the promotion of evidence-based management of the sector. This paper therefore delved into the prevalent practices in sub-Saharan Africa with the intent to bring to the fore the extent to which evidence-based planning might have been used to influence practice in delivering education as an indispensable nurturing service to the child. It is a desk review paper spanning the predominant practices reflecting on cases drawn from a number of selected countries in sub-Saharan Africa. It is noted that every civilization tends to be in a perpetual quest for its preservation through inherent procreative endeavour and hence in zest embrace deliberate nurturing systems, structures and processes for its posterity and legacy. One of the pivotal pillars in propelling a people into their appropriate, enviable socio-economic growth and development in pursuit of their preferred civilization is formal education to its budding population, the children. Persons who acquire ample art and science of learning availed through formal education also broaden their prospects for better living. Nevertheless, the pursuit of knowledge, skill and capacity enhancement in a large proportion of the less developed nations of the sub-Saharan Africa is obscure, rudimental and inaccessible to the majority of children in both the urban and rural poor. Similarly, the quality of education is too basic to make a difference in the lives of the millions of the affected children. Equally perturbing is the absence of evidence-based education sector management where results from monitoring and evaluation exercise does not seem to inform policy and practice. Such gaps may often push the stakeholders into a state of disillusionment and apathy which denies the child quality education, which is a right for all children.Item Factors Associated with Pornographic Materials Use among Students in Selected Secondary Schools in Nairobi County, Kenya(African Research Journal of Education and Social Sciences, 2019) Njeru, Michael; Nzyuko, Solomon; Ndegwa, StephenPornography addiction is a behavioral challenge that may expose adolescents to psycho-social problems in their developmental stage. The purpose of this study was to determine factors associated with pornography addiction among the students in selected secondary schools in Nairobi County, Kenya. This study considered Classical Conditioning and Social Learning theories in explaining the pornography addiction among adolescents. A quantitative research approach was employed in this study in the selected secondary schools in Nairobi County. The sample size comprised 666 students who were purposively sampled from the two schools. Data collection was done using a questionnaire and analyzed using Statistical Package for Social Sciences (SPSS) version 21. The study findings indicated that a significant number of students were engaged in pornography. Factors attributed to pornographic material use include; time spent watching online content, availability of pornographic materials and accessibility to internet enabled devices. Majority of the respondents indicated mentorship and counseling as the most helpful ways to help in overcoming addiction problems instead of punishment. Based on the findings from this study, it is important that parents and guardians of adolescents to monitor online activities that are being done by their children. There is need to determine whether adolescents watching pornography are merely satisfying some curiosity or struggling with a compulsion. The purpose of this study was to determine the prevalence of pornography addiction among the students in selected secondary schools in Nairobi County, Kenya. Classical Conditioning and Social Learning theories were considered in explaining the subject of pornography addiction. The study employed a quantitative research approach that was conducted among students in two selected secondary schools in Nairobi County. The sample size comprised 666 students who were purposively selected from the two schools. Data collection was done using a questionnaire and analyzed using Statistical Package for Social Sciences (SPSS) Version 21. The study found that a significant number of students are addicted to pornography. The prevalence is attributed to internet accessibility and affordability of pornographic materials. Based on the results, the study recommends the development of a curriculum that addresses age appropriate sexuality lessons at all levels. Furthermore, parents, educators and other stakeholders of interest should be equipped with knowledge to foster healthy development of adolescents sexuality while minimizing the risks related to pornography addiction.
