The objectives guiding the study were to determine whether the tenets of PC were incorporated in the OPCTP; document the nature of participation of OPCTP beneficiaries in the public participation forums during the formulation, implementation, and evaluation processes; and investigate whether the OPCTP beneficiaries’ participation at KARIKA had mitigated healthcare risks and poverty among the elderly. This study was guided by the PC theory and the critical theory for the ageing. Descriptive research design was used, and the study had a sample size of 65 (comprising KARIKA regular members, aged 60 years and above, who were beneficiaries of the OPCTP). The sample was identified through stratified and purposive sampling, and data was collected using a structured questionnaire. Descriptive statistics which included frequencies and percentages were used to analyse the study and the Statistical Package for the Social Sciences (SPSS), Version 20 aided in the analysis. The study established that PC had seldomly been incorporated in the implementation of the OPCTP, with 95.6% of the respondents rating their participation during the implementation of the OPCTP at lowest and 91.1% stating that they had not always been involved in any forum of OPCTP implementation; and that the beneficiaries of the OPCTP mostly utilized the funds to purchase foodstuffs and to meet medical bills.
