dc.description.abstractABSTRACT This study examined the role of ICT-based interventions in enhancing accountability by humanitarian and development actors using a project called “Uwajibikaji Pamoja” (Collaborative Accountability) in Northern Kenya as a case study. The main objectives were: To identify the factors that influence use of the ICT based intervention; to assess ways in which the ICT based intervention was used in enhancing accountability; to establish the challenges faced in accessing and utilizing the ICT based intervention; and to examine the available opportunities for improving “Uwajibikaji Pamoja”. The study adopted a descriptive survey design and a census targeting two representatives in each of all the 45 “Uwajibikaji Pamoja” partner organizations. This study established that; the ability of Uwajibikaji Pamoja to be configured to suit different organizational needs was the main reason that influenced its utilization. Its most effective use was storage of complaints and feedback. Inadequate budgetary allocation and funding were the highest rated challenges to its access and utilization. The highest rated opportunity for its improvement was to increase the involvement of the top management and decision makers within the partnering organizations. This study recommended that collective efforts by all partners to increase Uwajibikaji Pamoja’s visibility as well as donor engagement for more interest in funding it are needed. At the strategic level, donors and project implementers should come to a consensus on the need to adopt ICT as a bare minimum in the design and roll out of collective accountability interventions
