Examining Communication Strategies used by Unconditional Cash Transfer Programs to Facilitate Socioeconomic Empowerment of Poor Households: A Case of Givedirectly in Baringo County

Abstract

The purpose of this study was to examine communication strategies used by GiveDirectly to facilitate socioeconomic empowerment of poor households in Baringo County, Kenya. The objectives of this study were to identify the communication strategies employed by GiveDirectly in engaging with beneficiaries in Baringo County, establish the influence of communication strategies on socioeconomic empowerment of beneficiaries, examine the efficiency and effectiveness of communication strategies in achieving socioeconomic empowerment among beneficiaries, and determine the challenges of using communication strategies to enhance socioeconomic empowerment among beneficiaries of unconditional cash transfers. This study's theoretical framework was anchored on development communication theory. The development communication theory proposed by Servaes (1988) was based on the concept that communication serves as a catalyst for positive change and empowerment through participatory approaches that facilitate community involvement in development processes. The study implemented a mixed research methodology to facilitate comprehensive understanding of the research problem. The concurrent embedded design was suitable for this investigation because of the integration of both quantitative and qualitative data collection and analysis methods. The assessment tools used in the study consisted of questionnaires for beneficiary households and structured interviews specifically designed for key informants including field officers, assistant chiefs, and community leaders. The study found that mobile money platforms achieved the highest implementation effectiveness among communication strategies, with a mean score of 4.76 (SD=.43) and 97.5% beneficiary reach. The study found that information sharing and exchange strategies were the strongest predictor of socioeconomic empowerment outcomes among beneficiaries. The correlation analysis produced a computed statistic equal to r=.724, p<0.01. The study found that feedback mechanisms were a strong predictor of socioeconomic empowerment among GiveDirectly beneficiaries. The analysis produced a computed statistic equal to r=.712, p<0.01. The findings also indicated that low literacy levels accounted for the most significant communication strategy challenge, with a mean score of 4.21 (SD=.72) affecting 88.9% of beneficiaries. The study concluded that all communication strategy categories showed statistically significant positive correlations with socioeconomic empowerment, with correlation coefficients ranging from .643 to .724 (p<0.01). The study recommends that organizations must ensure systematic adaptation of communication strategies to address literacy constraints and infrastructure limitations. Future scholars should concentrate efforts on longitudinal studies examining the sustainability and long-term impact of communication strategies on empowerment outcomes.
