Abstract
Kenya, like most developing countries is faced with the challenge of providing safe water services to low-income urban communities residing in informal settlements. In order to reach the urban poor, NCWSC has been implementing a pro-poor policy to enhance water supply to Kayole Soweto informal settlement in Nairobi. The objectives of the study were to assess the effects of the pro-poor policy in enhancing safe and affordable water supply, to identify the perceptions of the community on the pro-poor policy, to establish challenges of implementation and to make recommendations on how to improve implementation of pro-poor policies. The study adopted a descriptive survey design. Data was collected using questionnaires administered to one hundred and fifty respondents selected through cluster and random sampling, three key informant interviews conducted to relevant personnel of NCWSC and a focus group discussion held with nine zonal leaders. Data was analyzed using SPSS version 23 and presented as percentages, frequencies, means and standard deviations. The research found out implementation of the pro-poor policy improved access to safe and affordable water supply. The community perceived the pro-poor policy as having incorporated their views, equitably enabled them to access water services and improved their living standards. The study identified challenges of implementing pro-poor policies which included financial, political interference, institutional capacity, illegality and absence of planning, weak sector coordination and community participation. The study recommends the incorporation of both sanitation and hygiene aspects in pro-poor policies, establishment of public-private partnerships and strengthening of the pro-poor unit within NCWSC.
